Kevin Dunn, Retired Arizona Highway Patrolman & Ministry Partner
August 03, 2009 To Whom it may concern
My name is Kevin Dunn. I am a retired Arizona Highway Patrolman, having served for 22 years (January 02, 1977 through December 31, 1998).
I met Lisa Lannan in August, 1998, as she was passing through Kingman, Arizona on her way to Mexico to do missionary work.
During the past 2 years, Lisa and I have been working together in an ongoing effort to warn the American people, and the world at large, about the quickly approaching tyranny of the New World Order.
The New World Order is the satanic plan spoken of in the Holy Bible. Specifically, the books of Daniel and Revelation deal almost exclusively with this subject. Many people have heard of the "End Times" of Scripture. This plan is manifesting before our very eyes in the United States of America since the attack on September 11, 2001. This attack was directed by a small "elite" group of people who occupy some of the highest positions in the U.S. government, the U.S. military, international corporations, and various positions of power around the world.
It is not my intention to spend any additional time discussing my last statement in any general sense, but I do intend to use my stated position to focus on the abuse of power and authority by the United States Customs and Border Protection (CBP) against Lisa Lannan on January 31st, 2009 at the Sweetgrass Port of Entry in Sweetgrass, Montana.
Lisa Lannan made contact with me within a few hours after her ordeal with the US Border Patrol. It was not clear to me exactly what transpired at that time, but I was told that she was denied re-entry into the U.S. because of some clerical issues with her visa.
Since that time, I have been in steady contact with Lisa. I have read her account of the events. I have read her daughter's admission to altering Lisa's documents. I have read Sandy Shuffler's eyewitness account of the events that took place at the Sweetgrass Port of Entry on January 31st, 2009, as she waited for Lisa. I have read the response to Congressman Trent Franks by L. Seth Statler, Acting Assistant Commissioner, Office of Congressional Affairs after an "investigation" was conducted into this matter at Congressman Franks' request.
I would like to make it perfectly clear that I do not like what I have been seeing in this country since September 11, 2001. I strongly object to the heavy handed treatment of the general public by the very agencies that were created to protect and serve us all.
Those agencies are servants of the people, not rulers of the people. Having served as a uniformed Highway Patrolman for 22 years, I am very familiar with the various challenges presented to officers in their daily encounters with the public. The public is no more dangerous today than it was when I hired on with the AZ DPS in 1977.
There is no such thing as a valid war on terrorism. Terrorism is not an enemy, it is a tactic used by an enemy. The leaders of this government are guilty of using this very tactic. They are the true terrorists. We are bombarded in the news media of every type about terrorism while the government is taking away the peace and tranquility of the average citizen by forcing "security" measures of every kind in our daily lives. I was a paratrooper in the mid 1970's while stationed at Ft. Bragg, NC. I like to fly, but I refuse to fly anywhere now because I will not submit to, nor will I stand idly by and watch the totally out of control "security" measures taken at the airports.
What Lisa Lannan experienced at the hands of the CBP at the Sweetgrass Port of Entry falls right in line with this "terrorism" and "security" mantra. The U.S. government, the hired servants of the people, is now treating every citizen as a terrorist. This also applies to many of the state and local governments and I shall prove it.
When I was still a Highway Patrolman, the OK City bombing occurred. Shortly after that, I attended my annual in-service training session in Kingman, Arizona. During that training session, the OK City bombing was a scheduled topic of instruction, complete with visuals and diagrams. We were told by the AZ DPS training staff that this event was the result of Timothy McVeigh and a rental truck containing a fertilizer bomb. That was it. No deviation. End of story.
It was only after I had retired, and after 9-11 happened, that I started researching these events. I found videos on the internet of "Live" TV news broadcasts of the OK City bombing as it was unfolding. There were "Live" reports of (2) unexploded bombs found in the Murrah Federal Building. These live TV news reports were recorded as they were being broadcast over the air to the OK City community and the surrounding area.
Now my question is this: Did my employer, the Arizona Dept of Public Safety, lie to me during that training session or is the AZ DPS so incompetent that they did not know the facts about this very important event?
Keep this in mind: one of the primary statutory functions of the AZ DPS is to provide training to every sworn officer in the state. It is the responsibility of the AZ DPS to provide accurate, honest, and contemporary information to every police officer in the State of Arizona so that each officer can better serve the public. Did the AZ DPS fullfill that mandate? I will let you be the judge, but I firmly believe that the AZ DPS intentionally lied to all of us.
The OK City bombing occurred on April 19, 1995. I retired on December 31, 1998. Even if the AZ DPS was simply incompetent and did not know the true facts about the OKC bombing when I was first told that it was McVeigh with a truck bomb, the AZ DPS never updated that information. This is a planned deception by a State Police agency. This is an agency that employed me for 22 years.
Border Patrolman Scott failed to treat Lisa with respect and consideration while still doing his assigned task that day. Who was he protecting by treating her with disrespect? Was he conditioned to treat her like a terrorist? Is his training the same type of lies and propaganda that the AZ DPS told me?
A group of trained Border Patrolmen treated an innocent man like an extremely dangerous criminal, but failed to protect Lisa from this same perceived danger when they released him from the handcuffs and left him alone with Lisa in a locked room without any patrolman nearby to protect Lisa.
Who are these Border Patrolmen protecting when they act like this?
Who is being served?
Are these people unable to think?
Based on Lisa's statement regarding Patrolman Scott's interview tactics, he seems to lack even the most rudimentary investigative skills while relying solely on intimidation. What a sad commentary. Using foul language and threats with a meek and defenseless middle aged woman is grounds for disciplinary action against Patrolman Scott. Did the "investigation" into this matter, at Congressman Franks' request, result in any punitive action of Patrolman Scott or was his behaviour just standard operating procedure for the Border Patrol?
Individual misconduct, by it's very nature, is an isolated and fairly rare occurrence. If it was only Patrolman Scott acting in an unprofessional manner, we could easily conclude that he was experiencing some negative issues in his personal life that spilled over into his professional life. Or it could be an unknown work related issue that caused him to fail. These would be unfortunate, but they are also correctable matters.
However, how do we account for a group of Border Patrolmen treating a man like he is a dangerous criminal, but then releasing his handcuffs and locking him alone in a room with Lisa without any regard for her safety? What is the prevailing "group think" at this Port of Entry that allows these types of failures? Is this type of faulty thinking found elsewhere within the CBP? I contend that it surely does exist all the way to the top of the agency.
Congressman Franks requested an investigation into this matter concerning Lisa Lannan. Surely that request carries more weight than a request from any single individual. Congressmen are supposed to be the representatives of many thousands of individuals. It stands to reason that a request from a Congressman is a pretty important request.
How does the U.S. Customs and Border Protection agency handle this "investigation"? I will tell you.
This entire visa matter with Lisa Lannan hinges on paperwork. The CBP is huge and surely clerical errors occur from time to time.
Did the CBP "investigator" contact the First Assembly of God Church in Kingman, Arizona to obtain the visa documents kept on file for Lisa Lannan? NO.
Did the CBP "investigator" contact Lisa Lannan to clarify any of the information or to investigate the events that occurred on January 31st, 2009, at the Sweetgrass Port of Entry? NO
Did the CBP "investigator" contact Sandy Shuffler to clarify any of the information or to investigate the events that occurred on January 31st, 2009, at the Sweetgrass Port of Entry? NO
So here are 3 prime sources for the most basic of investigations, and none of them were accessed.
Just exactly what did this CBP "investigator" do? That is unclear, but it appears that this "investigation" was nothing more than a rubber stamp of approval by the highest levels of the CBP as evidenced by the letter to Congressman Franks by L. Seth Statler, Acting Assistant Commissioner, Office of Congressional Affairs.
I routinely conducted better investigations of minor injury traffic accidents than this CBP "investigator" performed at the request of a Congressman.
I have concluded that the CBP is fraught with incompetence and misconduct from the top of the agency all the way down. This is exactly what the New World Order is all about.
Respectfully,
Kevin Dunn
